The event is designed for (young) professionals who have taken on challenging tasks ranging from digitalisation to cybersecurity capacity building and cyber resilience, as well as other government officials and policymakers interested in complex cyber issues.
The Summer School program primarily targets foreign service officials and representatives of other relevant public authorities with decision-making responsibilities in cybersecurity and cyber governance. If additional seats are available, applicants from other national organisations may also be considered.
Participation in the Tallinn Cyber Diplomacy Winter School is exclusively reserved for Summer School alumni to strengthen connections and build on previous discussions.
The Tallinn Cyber Diplomacy Summer School will accept up to 60 participants. The selection, carried out by the European Commission, Directorate-General for International Partnerships (INTPA), Ministry of Foreign Affairs of Estonia and e-Governance Academy (eGA), will prioritise foreign service officials and relevant public authorities, with additional applicants from other national organisations accepted as space allows.
The agenda will explore critical themes in cyber diplomacy, including cybersecurity as a key enabler of digital society, international cybersecurity frameworks, state responsibility in cyberspace, and the role of cyber diplomacy in enhancing national cyber resilience. Participants will also benefit from field visits to relevant cybersecurity and government entities and a hands-on cybersecurity exercise to develop practical skills.

No, the sessions will not be recorded or available online. The Tallinn Cyber Diplomacy Summer and Winter Schools are designed to foster in-depth discussions, trust-building, and meaningful networking in a closed, interactive environment. The value of these events lies in on-the-spot engagement, allowing participants to exchange insights, collaborate, and connect in a way that cannot be replicated online. This ensures a confidential and dynamic setting where open discussions on cyber diplomacy challenges can thrive.
Participants from Africa, Asia-Pacific, Latin America and Caribbean as well as Eastern Partnership and Western Balkan countries are eligible to have their travel, accommodation, and visa fees covered by the organisers.
Other participants are expected to secure their own funding from their authorities or other programs and make their own travel arrangements.
The program, as well as all side events included in the agenda, are free of charge for all participants, including local transportation and meals provided during the course and related to the agenda.
The Winter School is exclusively for alumni of the Tallinn Cyber Diplomacy Summer School. Participation is by invitation only, and no separate application process is available. To join future Winter Schools, you must first apply for and attend the Summer School.
