A Launchpad for Cyber Diplomacy
The Cyber Capacity-Building Fellowship is an annual programme for junior and mid-level experts from partner countries globally who work in the field of cybersecurity. It fosters practical knowledge exchange by connecting participants with leading practitioners and a wide range of public- and private-sector organisations active in cybersecurity.
Empowering Future Cyber Leaders
The Fellowship focuses on developing expertise in cybersecurity policies, international norms, and the impact of emerging technologies. It prepares participants to:
- Tackle new cyber challenges with practical tools and frameworks.
- Strengthen national and regional cyber diplomacy capacities through shared best practices and collaboration.
- Engage in global debates on implementing responsible state behavior in cyberspace.
Program Highlights
This 2 week program (online + on-site) combines policy learning, technical insights, and practical exercises, offering:
- Deep dives into international frameworks, laws, and strategies for strengthening cybersecurity and resilience.
- Case studies on cyber threats, risk assessments, and incident response mechanisms.
- Workshops on capacity-building initiatives as tools for implementing norms and enhancing cooperation.
- Hands-on sessions on the role of emerging technologies, including AI, in shaping cybersecurity policy and strategy.
- Knowledge-sharing sessions to highlight national best practices and promote collaborative learning.
Strengthening Networks and Cooperation
Beyond skill-building, the Fellowship places a strong emphasis on networking and relationship-building:
- Fosters a global community of cyber diplomats through peer-to-peer learning.
- Enhances regional cooperation by addressing local priorities while aligning with global strategies.
- Encourages collaborative action to build trust and resilience in cyberspace.
2026 Cyber Capacity-Building Fellowship
The call for applications is open for the second Cyber Capacity-Building Fellowship programme. Aimed at junior and mid-level professionals working in cyber-related fields, or those motivated to learn more.
The programme takes place 7-18 September, one week online and one week in Tallinn and Tartu, Estonia.
In 2026, priority countries are Cabo Verde, Cameroon, Ethiopia, Ghana, Kenya, Mozambique, Nigeria, Rwanda, Tanzania, Togo, Chile, Colombia, Costa Rica, Jamaica, the Dominican Republic, India, Indonesia, the Philippines, Vietnam, Kyrgyz Republic, Tajikistan and Ukraine.
The application deadline is 1 July.

Participants leave the Fellowship prepared to:
- Shape national policies aligned with international norms.
- Contribute to global cyber security and diplomacy efforts through informed engagement.
- Support capacity-building initiatives that drive stability and security in cyberspace.

The Cyber Capacity-Building Fellowship builds on the success of the Tallinn Cyber Diplomacy Summer and Winter School, offering a continuity of learning and engagement. As a cornerstone initiative of the broader Cyber Diplomacy Action, the Fellowship:
- Supports the EU’s vision for a free, open, safe, and secure cyberspace rooted in democracy, human rights, and the rule of law.
- Reinforces the EU’s leadership in promoting cybersecurity governance and preventing misuse of cyberspace.
- Strengthens international cooperation through partnerships.
